What Are the New EPC Requirements?
Currently, most privately rented homes in England and Wales must have a minimum EPC rating of E, unless a valid exemption applies. However, under the Government's new plans, rental properties will need to achieve the equivalent of an EPC rating of C by 1 October 2030.
The updated system will assess energy efficiency using two measures. Properties must meet a fabric performance standard, which considers features such as insulation, alongside either a heating system or smart readiness standard.
Properties that achieve an EPC C rating under the existing energy efficiency rating system before 1 October 2029 will be recognised as compliant until their certificate expires or is replaced.
How Much Could These Changes Cost Landlords?
The Government has outlined a maximum required investment of £10,000 per property towards qualifying energy efficiency improvements. If a property cannot meet the required standard within this limit, landlords may be eligible to register a ten-year exemption.
The actual cost will vary depending on the property's age, condition and existing energy efficiency. For landlords with period properties or converted warehouse apartments, improvements may require additional consideration to preserve original architectural features.
How Can Landlords Prepare?
Although the 2030 deadline may seem some way off, planning ahead could help landlords spread the cost of improvements and minimise disruption to tenants.
A sensible starting point is to review your property's existing EPC rating and recommendations. Potential improvements may include upgrading insulation, improving heating efficiency or installing more energy-efficient systems, subject to the property's individual requirements and any necessary permissions.
For owners of older properties, listed buildings or apartments within conservation areas, seeking specialist advice before undertaking improvements is particularly important.
